Parker Infrastructure Partners (“PIP”) Pursuits

PIP was conceived as a private equity investment vehicle for large U.S. infrastructure projects.  It was formed to advance a “next generation” of P3 structures offering greater transparency on risk-adjusted private equity returns.  The investment thesis focused on adaptation of public utility models to transport and other infrastructure sectors.  Building on the POMT experience, PIP also sought to promote the use of advanced technologies and new insurance products to reduce construction costs and optimize risk allocation.  Thought Leadership research on tunneling technology sponsored by EY, and EY’s London Office’s engagement on TTT further crystalized the conceptual framework for PIP.  A London-based team of legal, technical, financial advisory and placement agent support was formed to help stand up PIP’s investment vehicle.

  3. Gateway Tunnel finance and project delivery structure using TTT model – Port Authority of New York & New Jersey (PANYNJ)
  4. NY City Transit subway signal upgrade under a public utility model – NYMTA
  5. Raise speeds on Connecticut portion of the Northeast Corridor – Connecticut Department of Transportation
  6. Honolulu Automated Heavy Rail (HART) – complete construction using TTT finance and project delivery model

Los Angeles Metropolitan Transportation Authority (LAMTA) Innovative Project Delivery Demonstration

– In response to a 2015 LAMTA solicitation, PIP submitted a proposal backed by multi-billion-dollar equity and debt commitments to accelerate completion of MetroRail tunnel and surface rail construction and reduce LAMTA’s exposure for cost overruns.

New York State Metropolitan Transportation Authority (NYMTA)

– Acted as developer for a $750 million Unsolicited Proposal submitted in 2020 for disabled access improvements to 15 subway stations in conjunction with John Laing. A complete advisory and project delivery team was formed, along with a detailed risk allocation matrix and term sheets.  PIP’s submittal provided the template for NYMTA’s solicitation for a nearly identical scope in 2021.
